This research is motivated by the need for the implementation of a multicultural-based curriculum in Indonesia, with the aim of understanding how philosophical and psychological foundations affect curriculum development. The main purpose of this study is to find out the extent to which the development of a multicultural-based curriculum has been implemented, as well as how philosophical and psychological foundations play a role in shaping the character of students who are tolerant and understand the cultural differences around them. The philosophical aspect is based on Pancasila which prioritizes unity in diversity, which is the main basis for the development of this curriculum. Meanwhile, the psychological aspect that considers the stage of cognitive and emotional development of students is also an important consideration, with the aim that learning materials related to multicultural education can be accepted and understood properly according to the age and level of development of student. This study uses a literature study method with a descriptive qualitative approach that involves the analysis of various books, journals, and other literary sources. The emphasis on a descriptive qualitative approach allows this study to provide a comprehensive overview of multicultural educational concepts and their relevance in the context of Indonesian education. This research was conducted to answer the question of how philosophical and psychological foundations affect the development of multicultural-based curriculum. The results of the research are expected to make a significant contribution to the development of the curriculum to be more in line with the needs of diverse communities, as well as encourage the creation of citizens who are tolerant and respect differences.
